以习近平新时代中国特色社会主义思想为指导，坚持稳中求进工作总基调，完整准确全面贯彻新发展理念，加快构建新发展格局，扎实推动高质量发展，进一步全面深化改革，扩大高水平对外开放，建设现代化产业体系，更好统筹发展和安全，实施更加积极有为的宏观政策，扩大国内需求，推动科技创新和产业创新融合发展，稳住楼市股市，防范化解重点领域风险和外部冲击，稳定预期、激发活力，推动经济持续回升向好，不断提高人民生活水平，保持社会和谐稳定，高质量完成“十四五”规划目标任务，为实现“十五五”良好开局打牢基础。
To ensure successful performance of the economy in 2025, we must make efforts in the following aspects:
--following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhering to the general principle of pursuing progress while maintaining stability, and fully and faithfully implementing the new development philosophy.
--moving faster to create a new development dynamic, making solid efforts to promote high-quality development, furthering comprehensive reform, expanding high-standard opening up, building a modern industrial system, and better coordinating development and security.
--implementing more proactive and impactful macro policies, expanding domestic demand, promoting integrated sci-tech and industrial innovation, ensuring stability in the real estate and stock markets, and preventing and resolving risks in key areas as well as external shocks.
--stabilizing expectations and stimulating vitality, promoting sustained economic recovery, making ongoing efforts to raise living standards, and maintaining social harmony and stability.
--completing the goals and tasks for the 14th Five-Year Plan (2021–2025) to a high standard and laying the foundations needed to ensure a good start to the 15th Five-Year Plan (2026–2030).

Fully implementing the policy orientation put forward at the Central Economic Work Conference
保持经济稳定增长，保持就业、物价总体稳定，保持国际收支基本平衡，促进居民收入增长和经济增长同步。
We should maintain a steady pace of growth, keep employment and prices generally stable, ensure a basic equilibrium in the balance of payments, and see that personal income rises in step with economic growth.
要坚持稳中求进、以进促稳，守正创新、先立后破，系统集成、协同配合，充实完善政策工具箱，提高宏观调控的前瞻性、针对性、有效性。
We should continue to pursue growth while ensuring stability, promote stability through progress, uphold fundamental principles and break new ground, and introduce new policies before abolishing the old. We must pay attention to boosting integration and coordination, enrich and refine the policy toolkit, and make macro regulation more forward-looking, targeted, and effective.
要实施更加积极的财政政策，实施适度宽松的货币政策，打好政策“组合拳”，加强财政、货币、就业、产业、区域、贸易、环保、监管等政策和改革开放举措的协调配合，增强政策合力，提高政策整体效能。
We should adopt a more proactive fiscal policy, implement an appropriately accommodative monetary policy, and strengthen coordination between fiscal, monetary, employment, industrial, regional, trade, environmental, and regulatory policies as well as initiatives for reform and opening up. Efforts must be made to ensure policy synergy and increase the overall effectiveness of policies.
紧抓关键环节，完成好重点任务
Focusing on accomplishing major tasks in key areas
大力提振消费、提高投资效益，全方位扩大国内需求。以科技创新引领新质生产力发展，建设现代化产业体系。
Efforts should be made to vigorously boost consumption, improve investment efficiency, and expand domestic demand. We should drive the development of new quality productive forces through scientific and technological innovation and build a modern industrial system.
发挥经济体制改革牵引作用，推动标志性改革举措落地见效。扩大高水平对外开放，稳外贸、稳外资。
We should leverage the leading role of economic reform by ensuring that landmark reform measures are fully implemented and deliver meaningful results. We need to expand high-standard opening up while keeping foreign trade and foreign investment stable.
有效防范化解重点领域风险，牢牢守住不发生系统性风险底线。统筹推进新型城镇化和乡村全面振兴，促进城乡融合发展。加大区域战略实施力度，增强区域发展活力。
We must effectively prevent and defuse risks in key areas to ensure that no systemic risks occur. Efforts should be made to pursue coordinated progress in new urbanization and all-around rural revitalization and promote integrated urban-rural development. Steps should be taken to strengthen the implementation of regional strategies and boost regional development vitality.
协同推进降碳减污扩绿增长，加紧经济社会发展全面绿色转型。加大保障和改善民生力度，增强人民群众获得感幸福感安全感。
We must work to cut carbon emissions, reduce pollution, pursue green development, and boost economic growth in a concerted manner, and strive to ramp up the transformation to a green model of economic and social development. Finally, we need to ensure and improve people's wellbeing and give people a stronger sense of fulfillment, happiness, and security.
